Many are available for autos. My favorite is the Mio DigiWalker, which is portable. Model # Mio C310X is about $100 on ebay or many discount stores. There are hundreds of other brands and models.
You can find your land on Google Earth as well, and measure its boundaries precisely. There is even a street view available, if it has been recorded by cameras traveling on most streets in a lot of countries by now.

Your laser safety glasses should have an optical density or OD of between 3 and 4. If the optical density is more than four, visibility will be too low and you’ll have trouble pointing or aiming your laser pointer. If optical density is lower, the laser safety glasses will not provide enough protection at higher power levels.

I can only speak for how it works in NJ, but here is what I think you should do.

Make sure you have a current business registration certificate.
http://www.state.nj.us/treasury/revenue/busregcert.htm

If you qualify (small enough or women or minority owned) Register in your state as an SBE or ESBE. http://www.nj.gov/njbusiness/small/

If you don't have a PLS on staff, hire one, or have someone with a degree take the test.
http://www.njspls.org/

After you do those 3 things:
Start submitting proposals to local government agencies. Check municipality, county, state and federal websites and subscribe to public notice services.
Send a brochure with a personalized letter to every single civil engineering firm in your region. Advertise yourself as an SBE and request meetings with the head of their site development and transportation engineering groups. Trust me, this will get you work. Large companies that go after government contracts almost always need an SBE on their team. Survey is a great task to sub out. Good Luck!!

you either have to have a tripod to get it the laser beam to hit the correct height or place in on any steady object that is the correct height (like a ladder or table or dresser)

Once it shines the laser beam on the wall, you can either mark it with painter's tape or keep the light shining until you finish your task of painting or hanging pictures, etc.

While there are many different types of laser level they all require one simple thing. The laser must be adjusted to be perfectly level.
